Jill Carleton
I was born and grew up in Montreal QC. graduating high school in Mississauga ON. After high school, I joined the Canadian Armed Forces and attended the Royal Military College of Canada. After graduating in 1987 with a Bachelor of Arts (Honours Economics and Commerce), I went to serve as a Naval Logistics Officer, with Sea postings to HMCS PRESERVER and HMCS TERRA NOVA, and shore postings in Halifax, Shearwater and Ottawa.
I took a medical release from the CAF in 2005 and joined the Federal public service. Over the next 13 years, I held various Comptroller and Strategic Planning positions, including Comptroller of the Canadian Forces Pension Plan, Comptroller at the Canadian Forces Housing Agency and finally, General Manager (Director) Strategic Planning and Governance & Director, Excellence Initiative at the Canadian Forces Housing Agency. In this last position I was responsible for leading agency wide efforts in: corporate internal and external communications and public affairs, risk management business and strategic planning, excellence and organizational wellness including certification under the Excellence Canada quality framework, policy development and internal review. I retired in December 2018.
In 1998 I was fortunate to return to school and completed an MBA from Saint Mary’s University. I also hold PLog and CPA, CMA designations. In 2013 I received the Audit Committee Certified designation from The Directors College and completed the Institute of Corporate Directors’ Directors Education Program.
I started volunteering with military and veteran organizations in 2008 when my two sons were in high school. I am currently involved with two organizations – The Royal Canadian Legion as President of the OSI Special Section, and the Royal Military Colleges of Canada Foundation as a Director/Vice-President and HR Advisor for the Board.
As a Veteran, a military widow, mother of two members of the CAF (and their spouses) and grandmother to a young child growing up in a military family, Natasha’s Wood Foundation resonates with me. Creating a safe space for military children and youth to express themselves, their fears and their mental health challenges is key to the health of both these children and their families. In a world bombarded by information and constant change, Natasha’s Wood Foundation activities and initiatives provide a proactive and positive health impact to our community.
